Cyberthreats to free elections discussed in Brussels

On October 24, 2023, Patrick Penninckx, Head of the Information Society Department of the Council of Europe, took part as a speaker in the European Commission High-Level Event on Elections. The meeting brought together national authorities responsible for the organisation of elections, including the members of the European Cooperation Network on Elections, and focused on sharing knowledge and experience that could be of practical use for the Member States. In his intervention on addressing the resilience and cyber-security risks of election-related infrastructure, Mr Penninckx reviewed threats to fair and free elections from the Council of Europe perspective and reiterated Venice Commission Principles for a fundamental rights-compliant use of digital technologies in electoral process.
