Council of Europe at the Russian Internet Governance Forum

On 8 April, Patrick Penninckx, the Head of the Information Society Department at the Council of Europe participated in the third session of the Russian IGF in Moscow, titled “Security and Quality of information”. He warned against growing cybercrime and online abuses and promoted Council of Europe standards and instruments responding to these issues, in particular the modernised Convention 108+ for the protection of individuals against automatic processing of personal data.

This year’s RIGF is celebrating its 10th anniversary and also marks the 25th anniversary of the Russian national top-level domain .RU . The internet today represents serious challenges and the data processing technologies have left behind gold and oil as equivalents of power. It is no wonder that powerful algorithm-based and data-driven technologies produce important individual and societal impacts on the formation of opinion and democratic processes. The impacts are so strong as to put to the test the existing legal frameworks, policies, working methods and the very foundations of democratic policies.

The Council of Europe is helping its member states to gradually map the way towards addressing these challenges and it is well equipped with legal instruments, standard-setting documents and quality research to fulfil this role.
