A new Committee of Experts Begins Work on Safeguarding Media Pluralism in the Digital Age

Under the authority of the Steering Committee on Media and Information Society (CDMSI), the Committee of Experts on Safeguarding Media Pluralism in the Online Environment (MSI-ePLU) is tasked preparing a draft recommendation from the Committee of Ministers to member States. This recommendation will provide guidance on policies and measures to protect and promote media pluralism in a rapidly evolving digital information landscape.

Composed of both representatives of member States, elected by the CDMSI, and independent experts appointed by the Secretary General, the Committee held its first meeting in Strasbourg on n 3–4 March and is expected to complete its work by the end of 2027.

Robert OLLA, Head of the Democratic Institutions and Freedom Department, opened the meeting by emphasising the vital importance of media pluralism as a foundation of democracy. He highlighted the urgent need to address the challenges posed by a transforming information ecosystem and rapid technological change, underlining the significance of the Committee’s contribution to the New Democratic Pact for Europe.

During the meeting, Aneta GONTA (Republic of Moldova) was elected Chair and Marko MILOSAVLJEVIC Vice-Chair. The Committee also designated Damian TAMBINI and Elda BROGI as drafting co-rapporteurs. Fenna van HAEFTEN (the Netherlands) and Konstantina BANIA were appointed as rapporteurs for gender equality, and for children’s rights and youth, respectively.

Committee members and other participants engaged in constructive discussions to identify key elements related to the scope, structure, and content of the forthcoming draft recommendation.
