On 15 April 2026, Costa Rica ratified the Second Additional Protocol to the Convention on Cybercrime on enhanced co-operation and disclosure of electronic evidence (CETS No. 224). Costa Rica becomes the fourth country to ratify the Protocol, bringing it closer to its entry into force.
Opened for signature on 12 May 2022 in Strasbourg, the Second Additional Protocol, introduces innovative mechanisms. These include direct co-operation with service providers in other jurisdictions to access subscriber information, rapid collaboration in emergency situations, as well as the establishment of joint investigation teams and video conferencing paired with strong human rights and rule of law safeguards.
The Council of Europe, through its Cybercrime Programme Office (C-PROC) and the GLACY-e Project, continues to support countries in the process of implementation and ratification of the Second Additional Protocol through dedicated capacity building activities.
