GLACY+: High Level Workshop in the Republic of Congo on Cybercrime Legislation and the Budapest Convention

The workshop was co-organized by the Council of Europe and the Ministry of Posts, Telecommunications and Digital Economy of the Republic of Congo, following the expression of interest by Congolese authorities to reinforce their criminal justice capacities on cybercrime and electronic evidence and proceed towards the accession to the Budapest Convention.

After an initial visit to Congo in January 2020, the Council of Europe assisted the Government of Congo to carry out a study regarding the country's legislation on cybercrime, which was adopted in 2020 as part of the national strategy on digital innovation.

The event was attended by His Excellency Mr. Léon Juste IBOMBO, Minister of Posts, Telecommunications and Digital Economy and of His Excellency Mr. Aimé Ange Wilfrid BININGA, Congolese Minister of Justice, Human Rights and Promotion of Indigenous Peoples who showed great interest on the topic and expressed once again the strong commitment of the Congo to accede to the Budapest Convention and become a major player in the fight against cybercrime in the Central African region.

During the workshop Mr. Papa Assane TOURE, representative of Senegal to the Cybercrime Convention Committee and expert that conducted the legislative assessment, highlighted the overall good alignment already in place between the Congolese legislation and the Budapest Convention, and presented recommendations to address the few gaps that were identified.

GLACY+ project will continue to work together with the Congolese authorities in their efforts to harmonize national legislation with the Budapest Convention and to strengthen their capacities in the fight against cybercrime.
