The Congress of Local and Regional Authorities has published the European Urban Charter III – Urban living in the era of transformations.
Inspired by the Reykjavik Summit Declaration of the Heads of State and Government and guided by the Council of Europe standards as well as by the United Nations Sustainable Development Goals, the European Urban Charter III places human rights, democracy and sustainable development at the heart of modern urban policies.
The European Urban Charter III builds on the original European Urban Charter of 1992 and the Manifesto for a new urbanity of 2008. It responds to new challenges and developments such as the Russian war of aggression against Ukraine, an increased risk of terrorist attacks, the use of artificial intelligence in a context of deepening social and economic inequalities and accelerated pace of climate change.
Rapporteur Anne Colgan (Ireland, ILDG) underlined the importance of this initiative, saying:
“Like a compass for cities and towns to help them navigate in often challenging situations and contexts while designing and implementing urban policies consistent with Council of Europe values, the European Urban Charter III is an invaluable tool for urban decision makers and stakeholders”.
