Council of Europe Congress to observe Council of Elders elections in Yerevan, Armenia

A nine-member delegation from the Congress of Local and Regional Authorities of the Council of Europe carried out an election observation mission from 15 to 18 September to observe the Council of Elders elections in the 12 districts of Yerevan held on 17 September 2023.

Prior to the Election Day, the delegation, led by Carla Dejonghe (Belgium, ILDG), met representatives of the Central Election Commission (CEC), the Ministry of Territorial Administration and the Ministry of Justice.

Meetings were also scheduled with the delegation of Armenia to the Congress, members of the diplomatic corps as well as with representatives domestic and international NGOs and the media. Finally, the delegation held an exchange of views with representatives and candidates of political parties running in these elections. 

On Election Day, seven Congress teams were deployed randomly in all 12 districts of Yerevan to monitor the election procedures in polling stations.

A statement of preliminary conclusions was released by the Head of Delegation on the Congress website on 18 September 2023.
