Council of Europe Congress assesses the application of the European Charter of Local Self-Government in the Slovak Republic

A delegation of the Congress of Local and Regional Authorities of the Council of Europe, composed of rapporteurs Matthias Gysin (Switzerland, ILDG) and Levan Zhorzholiani (Georgia, NR), carried out a monitoring visit in Bratislava, Trenčín and Kálnica from 6 to 8 December 2022 to assess the implementation of the European Charter of Local Self-Government in the Slovak Republic since the previous monitoring report adopted by the Congress in 2016.

The Congress delegation met with Tomáš Oparty, State Secretary of the Ministry of the Interior, Luboš Jančík, Deputy Minister of Finance, Ľubomír Andrassy, President of the Supreme Audit Office, Matúš Vallo, Mayor of Bratislava and Richard Rybníček, Mayor of Trenčín.  A meeting also took place with Róbert Dobrovodsky, Public Defender of Rights and Jozef Sedlák, Deputy Prosecutor General.

The programme also included meetings with the mayors of Cifer, Košeca, Komárno, Veľký Krtíš, Partizánske and Kálnica, representatives of Bratislava, Prešov, Banská Bystrica and Trenčín self-governing regions, as well as members of the Association of Towns and Communities of Slovakia, representatives of the Union of Slovak Towns and Cities, and members the Slovakian delegation to the Congress.

The Slovak Republic ratified the European Charter of Local Self-Government in 2000. The countries which have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European bedrock of local self-government. The Congress of Local and Regional Authorities makes sure that these principles are observed.
