A delegation from the Congress of Local and Regional Authorities, composed of rapporteurs Gudrun Mosler-Törnström (Austria, SOC/G/PD) and Urs Janett (Switzerland, ILDG), will conduct a monitoring visit to the Republic of Moldova from 4 to 6 March 2025 to assess the application of the European Charter of Local Self-Government in the country since the previous monitoring report adopted by the Congress in 2019. The rapporteurs will be accompanied by Professor Tania Groppi (Italy), Vice-President of the Group of Independent Experts on the European Charter of Local Self-Government.

During the visit, the Congress delegation will focus on the follow-up to Congress Recommendation 436 (2019) “Local and regional democracy in the Republic of Moldova”. Particular attention will be paid to the financial and organisational autonomy of subnational authorities, the distribution of competences, supervision and consultation procedures and the conditions of office for locally elected representatives.

The rapporteurs will meet the General Secretary of the Government, the Minister of Finance, the Ombudsman (People’s Advocate), the President of the Court of Accounts, the President of the National Integrity Authority, the President of the Constitutional Court as well as the representatives of the Parliament.

The delegation will also exchange views with members of the national delegation of the Republic of Moldova to the Congress, representatives of the Congress of Local Authorities from Moldova (CALM), the President of the Cimișlia District Council as well as mayors of Cimișlia and of Troițcoe.

The Republic of Moldova ratified the European Charter of Local Self-Government in 1997. Countries that have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European foundation of local self-government. The Congress of Local and Regional Authorities ensures that these principles are respected.
