bE-Open: launch of a tool for action on open government

A new online tool bE-Open was launched on the occasion on the 40th session of the Congress of Local and Regional Authorities. This tool is aimed at supporting local and regional governance actors in their efforts to improve the quality of local democracy, and provides practical guidance on public ethics, accountability, transparency and citizen participation.

bE-Open provides quick and easy access to relevant international standards and domestic context, legislation, case law, guidelines and good practices in Armenia, Georgia, the Republic of Moldova, and Ukraine.

The online tool is designed to deepen the understanding of local elected representatives and public administrations, as well as citizens who engage for strengthening the foundations of a peaceful, prosperous and just society.

bE-Open was developed by the Congress of Local and Regional Authorities of the Council of Europe within its co-operation activities, in line with its priorities on public ethics and  preventing corruption as well as its continued work on raising awareness on the respect of human rights at the local level. It is based on the Handbooks on Citizen Participation in Armenia, Georgia, the Republic of Moldova, and Ukraine.
