Association of Ukrainian Cities launches the discussion on a mid-term strategy

Strategic orientation, vision and main priorities of the Association of Ukrainian Cities (AUC) were discussed by the members of the Management Board as a first step in the elaboration of a mid-term strategy with a view to strengthening the institutional position of the Association.

Congress Secretary General Andreas Kiefer addressed the members of the AUC Management Board during their meeting chaired by Vitaliy Klitschko, President of the Association on 18 June 2019 in Odesa, Ukraine. He highlighted that “national associations perform multiple functions as intermediaries between central, regional and local authorities, advocating for the common interests of their members. In order to be a respected partner in this dialogue, they have to develop their analytical capacities to assess the impact of legal instruments on local self-government.”

The AUC set up a working group which includes mayors from different regions of Ukraine, representatives of the AUC regional branches and the Secretariat in Kyiv to pursue the development of the mid-term strategy in an inclusive and participatory manner.

The Congress and the AUC also organised a first strategic planning workshop with the members of the Management Board on 19 June 2019, in the margins of the XV Ukrainian Municipal Forum in Odesa, Ukraine. The mid-term strategy will allow the Association to change and adapt approaches when moving forward towards stronger advocacy and enhanced services to its members.

This activity is based on the Memorandum of Understanding signed in September 2018 between the Congress and the Association of Ukrainian Cities, which defines common objectives for the benefit of local authorities and local self-government in Ukraine. It is organised in the framework of the project “Strengthening democracy and building trust at local level in Ukraine”, implemented by the Congress as part of the Council of Europe Action Plan for Ukraine 2018-2021. The project aims to improve the quality of local democracy in Ukraine by strengthening institutional frameworks and by supporting local authorities and their national associations in their efforts to promote ethical decision-making and more citizen-oriented, responsive and transparent local governance.
