Co-operation Activities
Numerous cooperation activities create awareness of the Council of Europe standards among national penitentiary authorities. Steering Groups, composed of Council of Europe experts and high national prison service officials, have been set up in a number of states (Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, the Russian Federation, Serbia, the Former Yugoslave Republic of Macedonia, and Ukraine) to assist with prison reform. Alternatives to imprisonment
The Council of Europe works with member states to develop non-custodial sanctions and measures, promoting a more creative approach to crime and punishment. Having adopted several legal instruments in the field, the Council of Europe organises cooperation activities to promote them. Multilateral conferences on this question were held in Stockholm in 1997 and in Berlin in 2000. The directors of probation services were invited to the ad hoc CDAP Conference in Rome in 2004. A Multilateral Conference on probation and aftercare was organised in Istanbul in November 2006.
