The Intergovernmental Organisation for International Carriage by Rail (OTIF) is an intergovernmental organisation dedicated to international rail transport. OTIF develops unified railway law to connect Europe, Asia and Africa. It uses simple and effective tools to promote, improve and facilitate international carriage by rail.

On 8 December 2017, the Council of Europe signed an Agreement with the Intergovernmental Organisation for International Carriage by Rail (OTIF) – an international organisation enjoying immunity – so that the Administrative Tribunal of the Council of Europe can examine the related disputes between this organisation and its staff members.
