Case law compilation of the Council of Europe Administrative Tribunal
2015-2025

A decade of case law in the service of international administrative justice

To mark its 60th anniversary, the Administrative Tribunal of the Council of Europe has released a new compilation bringing together key excerpts from its case law over the past decade.

Launched alongside the public conference on “The Right to a fair trial before international administrative tribunals”, the publication provides a concise overview of the procedural and substantive principles that shape international civil service law.

Covering the period 2015–2025, it highlights the Tribunal’s legal reasoning and the enduring principles that guide its decisions, reflecting a decade of jurisprudential development in support of fairness and sound administration.

In his foreword, Paul Lemmens, Chair of the Tribunal, stresses that access to case law can play a decisive role in the effective exercise of the right to a fair trial and expresses the hope that this compilation will help fostering confidence in the Council of Europe’s internal justice system.

The publication offers staff members, lawyers and scholars a practical reference tool for understanding the rights and obligations of Council of Europe personnel and the corresponding duties of the Organisation.
