Judicial dialogue
Co-operation between international administrative tribunals
On 17 November 2025, a Cooperation Agreement1 aimed at fostering judicial co-operation between international administrative tribunals was adopted during the symposium organised by the World Bank Administrative Tribunal in Washington, D.C. to mark the 45th anniversary of this tribunal. It provides for the establishment of an Executive Committee responsible for co-ordinating the activities carried out under the agreement, as well as for the periodic organisation of meetings between the tribunals concerned in order to promote the exchange of information and good practices in the field of international civil service law.

The conclusion of the Cooperation Agreement stems from a proposal made during the 60th anniversary of the ATCE, held on 13 and 14 October 2025, which had initially been formulated at the 30th anniversary of the Commonwealth Secretariat Arbitral Tribunal in London in May 2025. The agreement marks the culmination of the long-standing dialogue among international administrative tribunals.
1. For the Cooperation Agreement, it was decided to use the spelling ‘cooperation’, which is more widely employed beyond the institutional framework of the Council of Europe.
