Under Article 2 of the Statute of the Administrative Tribunal, the Tribunal has jurisdiction to hear appeals brought against the Council of Europe Development Bank (CEB) under Article 14 of its Staff Regulations and Article 18 of the CEB Data Protection Regulations.

In addition, the jurisdiction of the Tribunal may be extended to cover appeals brought against other intergovernmental organisations in staff matters, if the competent authority of such organisations so requests and an agreement is concluded between them and the Secretary General of the Council of Europe.

To date, agreements have been concluded with:

• the Council of Europe Development Bank (CEB)
• the Central Commission for the Navigation of the Rhine (CCNR)
• the Hague Conference on Private International Law (HCCH)
• the Intergovernmental Organisation for International Carriage by Rail (OTIF)
