The Roadmap to education policy makers intends to inform and guide policy-makers in the education sector on how to foster democratic school culture respectively at the level of curriculum, pedagogy, assessment, teacher education, and the whole school approach. It presents in-depth analysis on existing legislation, policy documents, curriculums, existing practices in the pilot schools, and the overall situation in Montenegro. It identifies gaps, and proposes a more strategic, prioritized approach to address these issues. The document is developed through a combination of documentation review, analysis and stakeholder consultations and will primarily build on the experience accumulated at the school level.
The Teacher training curriculum is designed as a curriculum for the training of educational professionals at all levels of pre-university education in Montenegro. It takes into account the Framework of Competences for Democratic Culture including model, descriptors, and guidelines for implementation and the set of tools and training resources for promoting democracy and human rights through education developed by the Council of Europe.
Both Publications are developed within the framework of the Council of Europe Action ‘Fostering a democratic school culture’ which was implemented in Montenegro under the joint Council of Europe and the European Union programme “Horizontal Facility for Western Balkans and Turkey.
