As of 2017, the Cybercrime Programme Office of the Council of Europe (C-PROC) has been implementing the CyberSouth project on Cooperation on Cybercrime in the Southern Neighbourhood Region, covering five of the Southern Neighbourhood countries (Algeria, Jordan, Lebanon, Morocco, and Tunisia). Under the third objective of the joint European Union and Council of Europe action, the project aims at providing support for mainstreaming the judicial training on cybercrime and electronic evidence of the priority countries.
In this context, the CyberSouth project is releasing the Study on Judicial Training Systems and Capabilities in the Southern Neighbourhood Region. The Study contains an assessment of the judicial training systems, identifies the priority countries' domestic capabilities, and provides recommendations to reinforce the knowledge of magistrates on handling cybercrime investigations and e-evidence following the international standards and best practices. The Study incorporates the authorities' comments and is being published after their final agreement.
The Study acknowledged the developments in strengthening the legal framework and building up capacities for dealing with cybercrime and electronic evidence. Moreover, the prority countries' authorities were recommended to take full ownership for mainstreaming the judicial training on cybercrime and electronic evidence, as to detect, suppress, and adjudicate such cases.
The Council of Europe remains ready to support the implementation of these recommendations and with future activities under the project's five objectives.
