The Administrative Tribunal of the Council of Europe signs a co-operation agreement between international administrative tribunals

The Administrative Tribunal of the Council of Europe (ATCE), represented by its Chair, Paul Lemmens, signed on Tuesday, 18 November 2025, an agreement aimed at strengthening judicial dialogue between international administrative tribunals.

This agreement was adopted on 17 November 2025 during the symposium organised by the World Bank Administrative Tribunal in Washington, D.C. to mark the 45th anniversary of this tribunal. It provides for the establishment of an Executive Committee responsible for co-ordinating the activities carried out under the agreement, as well as for the periodic organisation of meetings between the tribunals concerned in order to promote the exchange of information and good practices in the field of international civil service law.

Since its adoption, the co-operation agreement has also been signed by the Administrative Tribunal of the Organization of American States.

The conclusion of this agreement stems from a proposal made during the 60th anniversary of the ATCE, celebrated on 13 and 14 October 2025, and represents the culmination of the long-standing dialogue that exists among international administrative tribunals.
