During the 2018 First part-session, on 26 January 2018, the Parliamentary Assembly of the Council of Europe examined a report on Jurisdictional immunity of international organisations and rights of their staff. In this context, it adopted the Resolution No. 2206 and made the Recommendation No. 2122 (2018) to the Committee of Ministers of the Council of Europe.

On 7 February 2018, the Committee of Ministers agreed, inter alia, to communicate this Recommendation to the Administrative Tribunal for an opinion by 21 March 2018.
