Council of Europe Administrative Tribunal represented at the 30th and 45th anniversaries of the IMF and World Bank Administrative Tribunals

From 17 to 19 November 2025, the international community of administrative tribunals will convene at the headquarters of the International Monetary Fund (IMF) and the World Bank in Washington D.C. to celebrate the 30th anniversary of the IMF Administrative Tribunal and the 45th anniversary of the World Bank Administrative Tribunal.

The Council of Europe Administrative Tribunal (ATCE) will be represented by its Chair, Paul Lemmens, who will take part in both events.

On 17 and 18 November, Judge Lemmens will take part in the symposium organised by the World Bank Administrative Tribunal where he will intervene during a Forum of Presidents of international administrative tribunals. Discussions will address the issues of access to legal representation and legal assistance before international administrative tribunals, as well as co-operation between such tribunals. On 19 November, the Chair of the ATCE will participate in the IMF Administrative Tribunal’s conference entitled “International Administrative Law in Changing and Challenging Times”. Judge Lemmens will contribute to a session examining the extent to which litigants and judges rely on human rights law in international administrative proceedings.

During these meetings, participating tribunals will have an opportunity to examine a draft co-operation agreement aimed at strengthening judicial dialogue and knowledge-sharing among international administrative tribunals, an initiative originally launched during the 60th anniversary of the ATCE on 13 and 14 October 2025.
