In 2025, the European Union and the Council of Europe strengthened their strategic partnership. The current portfolio of joint programme with the Directorate-General for Enlargement and the Eastern Neighbourhood (DG ENEST) amounts to €105.6 million (European Union: €90.5 million / Council of Europe’s co-financing: €15.1). 

In 2025 alone, four new joint programmes were signed, representing a combined value of €12.7 million (European Union: € 11.5 million, Council of Europe’s co-financing: € 1.2 million).

This significant volume underscores the strategic partnership between the European Union and the Council of Europe, and the EU’s priorities at the Council of Europe - promoting and protecting human rights, defending democracy, and upholding the rule of law.
