The Council of Europe and the Kingdom of Morocco officially launched the new Neighbourhood Partnership 2026–2029 at a ceremony held in Rabat. The event brought together high-level representatives from the Moroccan authorities, the Council of Europe, national partner institutions and international partners.
This new framework for cooperation builds on the partnership established between the Council of Europe and Morocco in 2012. Its aim is clear: to provide concrete support for the reforms undertaken by Morocco in areas that directly affect the daily lives of citizens. Whether in the fields of justice, human rights, the fight against corruption and money laundering, or digital transformation and sport, the work strengthens cooperation in areas of common interest.
In his opening address, Mr Allal Ouazzani Touhami, Director of the European Union and Mediterranean Processes at the Ministry of Foreign Affairs, African Cooperation and Moroccans Abroad, emphasised the strategic importance of this partnership and praised the quality of the cooperation developed over recent years.
For his part, Mr Claus Neukirch, Director of Programme Coordination at the Council of Europe, reaffirmed the Council of Europe’s commitment to continuing and deepening its cooperation with Morocco, in particular through the strengthening of the common legal area and the sharing of expertise in fields covered by Council of Europe standards.
The participants emphasised the importance of a collaborative and sustainable approach to cooperation, based on dialogue, national ownership and the sharing of best practices, in order to contribute to the strengthening of institutions, democratic resilience and the rule of law.
The Council of Europe–Morocco Neighbourhood Partnership 2026–2029 forms part of the Council of Europe’s Policy on Neighbouring Regions and constitutes the main framework for cooperation between the two parties.
