On 14 October 2025, Ambassador Rosa VELÁZQUEZ ÁLVAREZ, Permanent Representative of Spain to the Council of Europe, formally notified Secretary General Mr Alain Berset of the Government of Spain’s decision to accede to the Enlarged Partial Agreement. Spain’s membership to the Pompidou Group will take effect as of 1 November 2025.

Spain’s accession reflects a strong commitment to enhancing efforts in addressing drug and addiction challenges. It highlights a determination to strengthen co-operation with international partners in promoting effective, science-based and informed drug and addiction policies that respect human rights.
