"The Portuguese Presidency attaches great importance in joint efforts between regional organizations in order to promote drug-related cooperation based on shared values. It therefore highly appreciates the signature of a supplementary arrangement between the Council of Europe and the Organisation of American States in the field of drugs, which complements the 2011 general Memorandum of Understanding between the two organisations.

The excellent and growing cooperation between the Pompidou Group and the Inter-American Drug Abuse Control Commission (CICAD), its counterpart in the OAS, has led to the conclusion of such a supplementary arrangement, setting up a detailed framework for cooperation on action to effectively address the world drug problem. The agreement establishes institutional links between the two entities, and its implementation will open new avenues for joint action and reinforced synergies.

This new structured partnership with CICAD complements the one already existing with the European Union and its drug agency, the EMCDDA. It is an additional step in strengthening the Pompidou Group's role on the international scene, with the planned adoption of a revised statute coinciding with its 50th Anniversary."
