Training for judges and prosecutors on safety of journalists

Under the Joint Project “Reinforcing Judicial Expertise on Freedom of Expression and the Media in South-East Europe (JUFREX)” co-funded by the European Union and the Council of Europe and implemented by the Council of Europe, a one-day training on national and European Convention on Human Rights standards on freedom of expression and safety of journalists took place on October 10, 2018 in Pristina.

The training provided information on national and international standards on safety of journalists focusing on article 2 and 10 of the Convention. Particularly, it focused on positive obligations of the state to investigate threats against journalists and obligations to protect them.

To illustrate the importance of the safety of journalists, the international expert referred to the following international cases of assassination of journalists: Daphne Caruana Galizia (Malta), Jan Kuciak and his partner (Slovakia) and Victoria Marinova (Bulgaria). On the other hand local trainers focused on national legislation and case law.

The sessions of the training were followed with discussions among judges, prosecutors and the trainers on particular local cases related to safety of journalists.
