Octopus project – CYBERKOP action: Second Steering Committee meeting of the Action

The second Steering Committee meeting of the CYBERKOP Action of the Octopus Project took place on 17 November 2025 in Pristina, co-chaired by the Council of Europe and the US Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL).

Participants reviewed the achievements and impact of the Action to date, reflecting on the progress made through the implementation of 51 capacity building activities since its launch. Discussions highlighted notable advancements in aligning the domestic legal framework with international standards, including the Convention on Cybercrime (Budapest Convention), strengthening the capacities of judicial and law enforcement authorities through targeted trainings, and fostering both interagency and international cooperation in the fight against cybercrime. Representatives of key domestic institutions – including the Ministry of Justice, the Appellate Prosecutor’s Office, the Cybercrime Investigation Directorate, the Academy of Justice, the Financial Intelligence Unit, the National Cyber Security Unit (KOS-CERT), and the Information and Privacy Agency – actively contributed to the discussions, sharing updates on institutional developments and outlining priorities for the next implementation phase.

The meeting concluded with the endorsement of the workplan for the upcoming period and agreement on key strategic priorities to guide the next interventions. The Steering Committee acknowledged the Action’s concrete results and reaffirmed its commitment to maintaining close collaboration in supporting domestic efforts to effectively prevent and combat cybercrime.
