Octopus Project - CYBERKOP Action: Kosovo Police strengthens cybercrime response by updating the training program for first responders

With the support of the CYBERKOP Action of the Octopus Project, the Kosovo Police have enhanced their capacity to address cybercrime by updating their Training Programme on Investigation of Cybercrimes for First Responders.

The programme reflects the joint efforts of Cybercrime Directorate and Training Division of Kosovo Police, with support of the Council of Europe and it was developed through targeted workshop and close consultations with local and international experts. This collaborative process resulted in strategic updates that address operational needs, close training gaps, and align with international standards, including the Convention on Cybercrime (Budapest Convention).

The revised programme will equip officers with the practical tools and knowledge for identifying and classifying cyber offences, conducting initial investigations, handling of electronic evidence, and coordinating across institutions – thus ensuring first responders are well-prepared to act from the outset of a case.

With this new programme in place, the Kosovo Police Training Division is equipped to deliver structured and practical trainings that align with both domestic needs and international best practices. This marks a significant step toward building a more capable and coordinated frontline in the fight against cybercrime.

Through the CYBERKOP Action, the Council of Europe remains committed to support domestic institutions in building stronger capacities to combat cybercrime.
