GLACY+: Workshop on cybercrime and electronic evidence legislation

During 6–8 February 2022, the Council of Europe, through the GLACY+ project,  in collaboration with the Ministry of ICT and Innovation from Rwanda, organised a workshop to discuss the current legal framework on cybercrime and electronic evidence in the country.

The workshop brought together representatives of the Ministry of Justice, private sector, government institutions: Rwanda Information Society Authority (RISA), National Cyber Security Authority (NCSA), National Identification Agency (NIDA), Rwanda Development Board, Rwanda Forensic Lab, as well as law enforcement officers and benefited from the support of the representative of the Federal Ministry of Justice from Nigeria who shared the country’s experience in adopting the law on cybercrime and the opportunities following the accession to the Budapest Convention on Cybercrime.

Additionally, the Council of Europe team was invited to visit the facility of Rwanda Forensic Laboratory. This visit enabled the participants to explore possible future partnership opportunities in line with the Budapest Convention on Cybercrime.

The workshop concluded with a positive reinforcement from the Minister of ICT, Paula Ingabire, of Rwanda’s commitment to become a party of the Budapest Convention, setting a landmark in the process of accession. The GLACY+ project will continue to support the national legislative reform on cybercrime and electronic evidence in Rwanda.
