GLACY+: Stakeholder series of workshops on new domestic cybercrime legal framework and Convention on Cybercrime

On 14-15 March 2023, the GLACY+ project, in partnership with INTERPOL and the Federal Police of Brazil, organised a series of three online webinars on new domestic cybercrime legal framework and Convention on Cybercrime.

During the event, on the one hand, the Council of Europe’s experts gave an overview of the Convention on cybercrime (Budapest Convention) provisions on the offences it criminalizes, as well as on the procedural powers and the tools for international co-operation. On the other hand, the Brazilian Federal Police speakers presented the relevant provisions of the domestic cybercrime legal framework.

Also, the Chair of the Cybercrime Convention Committee (T-CY), Pedro Verdelho, underlined the importance of the Budapest Convention on Cybercrime and its powerful contribution in combating cybercrime:

The Budapest Convention on Cybercrime is the blueprint on how to fight cybercrime in the spirit of due process and full respect for fundamental rights. It is the most important legally binding international agreement on cybercrime. It provides the framework for harmonised, common definitions in criminalising cybercrime offenses as well as for the necessary procedural measures to provide law enforcement with effective means to investigate cybercrimes, guided by the principles of necessity and proportionality.”

At the end of the workshop, the participants were engaged in a discussion on how international co-operation works in practice and how to make use of the available tools. All presentations sparked numerous questions from the audience and enabled the participants to increase their knowledge on current forms of collaboration between criminal justice authorities from various countries, as well as on the specificities of the international legal framework on cybercrime.

The series involving LEAs from both federal and state level was preceded by first series dedicated to judiciary, judges and prosecutors (held in May-June 2022).
