GLACY+/Octopus Project: Internet Governance Forum session underlines importance of accountability and attribution of cybercrimes

Further action is needed to ensure accountability for perpetrators of cybercrimes, underlined participants at a session on ‘Cyberattacks and e-evidence – attribution and accountability’ organised by the Council of Europe at the 17th Internet Governance Forum (IGF), which took place from 28 November to 2 December 2022 in Addis Ababa, Ethiopia and online.

Organised by the Octopus and GLACY+ projects, the session concluded that a robust legal framework supplemented by effective cooperation at the domestic, regional and international level, and between the public and private sectors, as well as structured capacity building, is essential if offenders are to be brought to justice. Around 70 participants from around the world participated in the hybrid session.

The Council of Europe also spoke during a workshop on ‘Policy, regulatory and legislative frameworks for cybersecurity and cybercrime: national and regional approaches’ organised as part of the IGF Parliamentary Track. The session was an opportunity to underline the important role of parliamentarians in developing domestic legal frameworks on cybercrime and electronic evidence in line with international standards.

As a result, parliamentarians taking part in this track, inter alia, encouraged Parliaments to “consider the ratification of existing international instruments such as the Council of Europe’s Convention on Cybercrime (Budapest Convention)”.

The IGF brought together multiple stakeholder groups from various sectors around the world to discuss public policies related to Internet governance and other digital issues. The theme of this year’s forum - Resilient Internet for a Shared Sustainable and Common Future – triggered discussions, during almost 300 sessions, on connectivity and human rights, Internet fragmentation, cybersecurity and new and emerging technologies.
