Back CyberCrime@EAP II: Workshop on Cybercrime Law Reform in Belarus

The Council of Europe Cybercrime Programme Office organizes a two-day workshop on development of legal instruments on cybercrime and electronic evidence in Minsk, Belarus, in the framework of its Cybercrime@Eastern Partnership II Project focused on development of international cooperation in cybercrime and electronic evidence.

The workshop on 15-16 September will be a direct follow-up to the previous discussions in a similar event that was held in Minsk, as part of the same project, in November 2015, which was an opportunity to discuss all basic concepts of substantive and procedural law, as well as international cooperation under the Budapest Convention on Cybercrime. This time, a more in-depth discussion will be focused on the issues of definitions of electronic evidence, categories of data, retention and storage obligations, and implementation of specific procedural powers under the Cybercrime Convention in a manner compatible with human rights safeguards and the rule of law.

The experts from Georgia, Lithuania and Moldova, all of whom have considerable experience in working on cybercrime and international cooperation matters, will present their best practices and facilitate discussion on the issues noted above. The ultimate objective of the workshop is to facilitate the law reform in Belarus that will bring its national law in closer compliance with the requirements of the Budapest Convention on Cybercrime, and at the same time, through improved legal regulation, to increase efficiency of international cooperation in criminal matters involving electronic evidence.

The Council of Europe Cybercrime Programme Office will partner with the Training Center of the Ministry of Internal Affairs of Belarus for the delivery of this event.
