CyberSouth and Tunisia: Exchanges on the accession to the Convention on Cybercrime (Budapest Convention)

On 4 and 5 December 2023, representatives of the Cybercrime Programme Office of the Council of Europe (C-PROC) and of the Council of Europe Office in Tunis  met  the Assembly of People’s Representatives as well as representatives of the Ministries of Foreign Affairs, of Justice, of the Interior, and of Communication Technologies of the Republic of Tunisia to discuss current and future cooperation on cybercrime, and in particular the accession of Tunisia to the Budapest Convention.

Participants recognised the continuous efforts by the Tunisian authorities to fight against serious and transnational threats, including cybercrime, as well as the increasing co-operation with the Council of Europe in many important areas as jointly agreed within the framework of the Neighbourhood Partnership with Tunisia 2022-2025. 

Tunisia adopted a law on cybercrime in September 2022 (decree law 54/2022). While the law reflects the intention of the country to strengthen the national system to fight cybercrime, some provisions would require amendments to fully align the domestic legal framework with the Budapest Convention and to allow for efficient international cooperation under this treaty.

The meetings also provided an opportunity to present the forthcoming joint European Union/ Council of Europe initiative “CyberSouth+”.
