From 4 to 7 November 2025, the CyberSEE joint initiative of the European Union and the Council of Europe project organised a Specialised Judicial Training Course on International Cooperation on cybercrime and electronic evidence in Antalya, Türkiye.
The training brought together around 50 judges, prosecutors, representatives of the Ministry of Justice, the Justice Academy of Türkiye, and national trainers, to enhance their skills on international cooperation on cybercrime and electronic evidence. Participants deepened their understanding of the Convention on Cybercrime (Budapest Convention) and its Second Additional Protocol (2AP), focusing on provisions, tools and mechanisms, such as mutual legal assistance (MLA) and spontaneous information exchange.
Through a mix of presentations, case studies, and group exercises, participants strengthened their skills in drafting MLA requests using templates developed by the Cybercrime Convention Committee (T-CY), navigating legal and procedural differences across jurisdictions, and developing solutions for public–private cooperation in digital evidence collection.
With the support of Turkish experts from the Ministry of Justice and the Justice Academy, attendees also examined domestic legislative and procedural frameworks for investigating cybercrime, explored the particularities of fraud offences committed through information systems, discussed challenges in prosecuting cybercrime cases, and reviewed seizure measures in cases involving the illegal use of cryptocurrencies.
By the end of the training, participants had enhanced their legal knowledge and practical skills in investigating cybercrime cases involving multiple jurisdictions and using the tools for international cooperation.
