Between 21 and 24 February 2023, the Security Service and the Ministry of Internal Affairs of Azerbaijan, in co-operation with the CyberEast joint project of the Council of Europe and European Union, organised a First Responder Training for Investigators on Cybercrime and Electronic Evidence, in Baku. Two international experts facilitated the trainings, which were designed to refine the skills and knowledge of investigators from Azerbaijan on cybercrime, electronic evidence and online child sexual exploitation and abuse (OCSEA), in line with the Council of Europe Convention on Cybercrime (Budapest Convention) and the Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (Lanzarote Convention).
Over 30 participants, including trainers, police officers and investigators benefitted from this capacity building exercise and received guidance regarding basic concepts of cybercrime and electronic evidence, practical aspects of investigations into criminal forums on the web and the dark week, as well as methodologies to deliver cyber-related trainings. At the same time, guidance was received regarding the benefits of implementing dedicated sessions for first responders, investigators and digital forensic experts. Trainings on online child sexual exploitation and abuse (OCSEA) focused on substantive and procedural law, with an emphasis on proactive and reactive investigations.
The CyberEast project will continue its co-operation with national partners from other Eastern Partnership countries and will conduct respective First Responder and Intermediate-level Trainings on Cybercrime and Electronic Evidence in spring 2023.
