Octopus Project: ASEAN prosecutors gather in Bangkok to tackle growing cyberscam threat

On 5-6 September 2024, the Office of the Attorney General of Thailand, in partnership with the Attorney General's Office of Indonesia and the Council of Europe Octopus Project, organised a regional workshop in Bangkok focused on the prosecution of cyberscams - one of the most rapidly growing cybercrime threats in Southeast Asia. The event brought together prosecutors from ASEAN member states to strengthen their capabilities in addressing this issue.

Experts highlighted the increasing sophistication of cyberscams targeting individuals and businesses across the region, emphasizing the need for enhanced cooperation and legal frameworks. The workshop underscored the importance of the Convention on Cybercrime (Budapest Convention) and its Second Additional Protocol in providing practical tools for effective prosecution. Participants explored how the Convention’s provisions, such as procedural powers and international cooperation mechanisms, can be leveraged to combat cyberscams more effectively.

The initiative aims to strengthen regional cooperation and coordination in tackling the growing threat of cyberscams across Southeast Asia.

The Council of Europe gratefully acknowledges voluntary contributions of the donors to Octopus project.
