Sport has a distinctive role to play as a force for social integration, tolerance and mutual understanding. Sport provides the opportunity to apply commonly agreed rules, to behave admirably both in victory and in defeat and to develop physical capacities along with social behaviour in line with the core values of the Council of Europe. Through three sports conventions, the Council of Europe aims to fight against the negative aspects of sport, including spectator violence and hate speech.

 

Through the Enlarged Partial Agreement on Sport (EPAS) the Council of Europe ensures intergovernmental co-operation in the field of sports, involving member states, sport federations and civil society. EPAS supports the aims of the campaign through:
