The CDDH established its subordinate Drafting Group on the protection of the right to vote and to stand for election under the European Convention on Human Rights (CDDH-VOTE) in order to prepare a study on those themes, taking into account the work of the European Commission for Democracy through Law (Venice Commission).

The right to free elections, enshrined in Article 3 of Protocol No. 1 to the Convention, is of prime importance in the Convention system as it crucial to establishing and maintaining the foundations of an effective and meaningful democracy governed by the rule of law. At a time when democratic systems worldwide are facing new and increasing challenges, this study will provide an opportunity for the States Parties to the Convention, in collaboration with civil society organisations, other stakeholders, and independent experts, to examine the scope and content of the Convention right in light of the jurisprudence of the European Court of Human Rights and the work of the Venice Commission.

The CDDH-VOTE, chaired by Krista OINONEN (Finland), will submit its study to the CDDH in advance of the deadline for its completion on 31 December 2027.
