Cybercrime Programme Office (C-PROC) engaged and shared views with partners during the EU Cybernet Stakeholder Community

The EU CyberNet Stakeholder Community Day 2026 was organised jointly by EU Cybernet project and European Cybersecurity Competence Centre (ECCC) on 13 May in Brussels. The meeting brought together representatives of the donors, implementers and partners of the cybercrime capacity building programmes and offered a platform for exchanging of views on the challenges, best practices, experiences for shaping the way forward of the Europe’s cybercrime capacity building efforts globally.

The Cybercrime Programme Office of the Council of Europe (C-PROC) actively contributed to the meeting by showcasing good practices and positive examples in the implementation of cybercrime and electronic evidence capacity building activities worldwide. The legal standards provided by the Convention on Cybercrime (Budapest Convention) and its Second Additional Protocol, on enhanced co-operation and disclosure of electronic evidence, are promoted and supported in their implementation by countries.

The importance of coordination, complementarity, and strong engagement with professional communities was highlighted as key to achieving tangible results. Supporting partner countries in developing strategic plans to strengthen criminal justice capacities is crucial for effectively fighting against cybercrime and contributing to global efforts in this field. The promotion of international standards and EU values in cyberspace was also emphasised.

The Stakeholder Community Day focused on promoting a “Made in Europe” approach to cyber capacity building, fostering mutual learning, and strengthening the protection of critical infrastructure in partner countries through the application of European norms and technologies. The event also encouraged multidisciplinary discussions by bringing together various implementers and partners.
