With the aim to facilitate the social reintegration of prisoners in Montenegro, the Council of Europe supports the development of reintegration activities by the local civil society. To this end, three non-governmental organizations, Youth Initiative for Human Rights, 4Life and Young Roma have undertaken the implementation of pilot rehabilitation and reintegration programs since April 2017, with focus on vulnerable groups.
To evaluate the effectiveness and the results of the reintegration programs, an expert mission to Montenegro took place on 31 August – 01 September 2017. A Council of Europe consultant met with all relevant stakeholders, including the Ministry of Justice, as well with f the Social Welfare Center, Vocational Training Center and Employment Agency of Montenegro and the three civil society organizations selected to implement the pilot programs.
The consultant discussed the modalities of the pilot programs and will submit an evaluation report that will assist the improvement of the Council of Europe’s intervention and the development of improved future rehabilitation and reintegration programs.
The evaluation was conducted in the framework of the Action Enhancing human rights protection for detained and sentenced persons in Montenegro, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
