The Centre of Expertise for Local Government Reform within Good Governance Division, DG-II launched Local Finance Benchmarking started LFB activity in Georgia in 2015. As a result the Council of Europe toolkit has been adjusted to local needs in 2016 and two phases of piloting followed in 2016-2017 further to requests of the Ministry of Regional Development and Infrastructure of Georgia.
Reporting/closing LFB worshop held on 28 November 2017 in Tbilisi summed up the piloting of the LFB in 13 municipalities, including 4 municipalities which piloted the LFB at the first phase. Local experts and representatives of 10 pilot municipalities (II phase) provided their feed-back and elaborated on the prospects.
The LFB web-application was developed, adjusted and translated into Georgian and was presented by the Council of Europe experts and highly appreciated by participants.
Representatives of the Ministry of Regional Development and Infractructure, the Ministry of Finance and of the Georgian Parliament requested the Council of Europe and the European Union delegation to Georgia to find possibilities to continue the support and to spread the LFB practices in more municipalities, reaching coverage of 50% out of all municipalities in 2018.
It was decided that the CEGSTAR to handle and further maintain the LFD&I web-application.
The event was closing the current phase of co-operation under the programme "Strengthening Institutional Frameworks for Local Governance in the Eastern Partnership countries" under the Partnership for Good Governance (former PCF) for 2015-2017 funded by the European Union and co-funded by the Council of Europe.
