Abstract:

The Council of Europe envisages schools as vibrant, democratic and inclusive communities where every individual feels valued, respected and empowered to reach their full potential. Rooted in the principles of equity, human rights and mutual respect, these schools foster active participation, open dialogue and a celebration of diversity. Through transparent governance, collaborative decision making and a commitment to creating safe and enabling environments, we prepare learners to navigate and contribute to pluralistic societies with empathy, critical thinking and a deep sense of shared responsibility.

Guided by the Council of Europe’s values, our schools are to be models of fairness, inclusion and democracy, cultivating the next generation of engaged
citizens who champion justice, respect and cohesion in their communities and beyond. To help achieve this vision, this toolkit is organised with principles to give direction and guidance on fundamental good practices, lists the most pressing challenges to which the Council of Europe has most contributed and provides examples of solutions for specific issues as developed in various countries and projects.
The vision of the toolkit is to create a gateway to available resources and experiences from different countries.
