This report presents the findings of a comprehensive survey conducted by the Council of Europe examining the state of artificial intelligence (AI) and education across its member states. The report explores the existing policies, strategies and practices governing the use of AI in educational contexts,
with a focus on how these align with the Council of Europe’s core values of human rights, democracy and the rule of law.
The survey, which involved responses from 25 member states, highlights the varied approaches to AI in education, including the development of AI literacy, the regulation and monitoring of AI technologies, and the specific applications of AI in teaching and learning. It highlights critical gaps, including the absence of dedicated budgets for AI policies in education and the need for more comprehensive regulatory and monitoring frameworks.
