The European Year of Digital Citizenship Education (DCE) 2025 was a year-long initiative organised by the Council of Europe with the objectives to raise awareness of the value of DCE, enhance stakeholders’ understanding of the Council of Europe’s DCE framework, establish DCE as a long-term policy priority, promote cross-sector  collaboration in DCE and advance access to resources and innovative practices in DCE.
The study evaluates the European Year of Digital Citizenship Education by analysing the implementation and impact of activities carried out by the Council of Europe and the member states. In particular, the evaluation focused on actions reported by the Council of Europe, and on activities conducted at the national level by member states, DCE promoters, and other stakeholders within the framework of the European Year.
The assessment was conducted through the analysis of information reported by the DCE promoters and organisers of activities, and consultations conducted for a sample of 15 activities, including interviews with the organisers of the activities and survey questionnaires with participants.
