Transition to adulthood
Supporting young refugees in their transition to adulthood
In 2019, the Council of Europe Committee of Ministers adopted a recommendation to member states with guidelines aimed at ensuring that young refugees receive additional temporary support after the age of 18 to enable them to access their rights.
The recommendation is part of the Council of Europe Action Plan on Protecting Vulnerable Persons in the Context of Migration and Asylum in Europe (2021-2025), which is currently being implemented.
This recommendation was originally proposed by the Joint Council on Youth and constitutes the youth sector’s contribution to the Council of Europe Action Plan on Protecting Refugee and Migrant Children in Europe (2017-2019).

PROJECT
Building Futures, Sharing Good Practices: Migrant Children’s Transition to Adulthood
The multilateral project running from January 2022 to June 2023 aims at fostering long-term improvements in the quality of support for unaccompanied migrant children during their transition to adulthood at the European level, with a particular focus on Greece, Spain and the Netherlands.
This will, inter alia, be achieved through the exchange of promising practices and the identification of practical solutions in the field.
Special Representative of the Secretary General on Migration and Refugees:
The Project addresses a topic of priority for the Council of Europe as the unaccompanied migrant and refugee children who turn 18 are faced with an abrupt withdrawal of protective measures they were entitled to as children
