The protection of refugee and migrant children is a priority for the organisation. All 47 members of the Council of Europe endorsed in 2017 the Action Plan on Protecting Refugee and Migrant Children in Europe (2017-2019). It focuses on three main objectives: access to rights, effective protection from violence and integration. More on the Action Plan


The implementation of the Action Plan is an organisation-wide effort and involves seventeen different entities. A HELP training course on refugee and migrant children, events on child-friendly information, smuggling and alternatives to detention are only a few of the actions which have already been completed. The Council of Europe is closely following and contributing to both the Global Compact on Refugees and the Global Compact for Safe, Orderly and Regular Migration. The Special Representative participated in the consultation phase in respect of both Compacts orally and in writing over the course of 2017. He has continued to engage with the process during the negotiation phase which began in early 2018 with the publication of drafts of both Compacts. The Special Representative submitted written comments on the Global Compact on Refugees in June 2018, underlining the importance of placing human rights protection at the heart of the text and the key role that the Council of Europe can play in helping European states especially achieve the objectives and actions envisaged in the Compact.
