The Council of Europe, together with Ukrainian partners, has launched preparation for the new Action Plan “Democratic Security for Ukraine” 2027–2030.
To discuss the key objectives and needs for the next four years, a high-level delegation from the Council of Europe visited Kyiv from 24 to 26 February, holding numerous meetings with representatives of the Ukrainian authorities, civil society, and experts.
The new Action Plan will build on and strengthen the developments and achievements of the current Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
As a result of productive discussions, the main priorities identified for Ukraine include:
- safeguarding human rights and accountability for peace and stability
- fostering social inclusion and the protection of minorities, vulnerable groups and women
- reinforcing democratic institutions, information integrity, build capacity and expertise for the preparation of elections when conditions permit
- strengthening independent justice and good governance for democratic resilience.
The new Action plan “Democratic Security for Ukraine” aims to contribute to the development and facilitate the effective implementation of a peace plan for Ukraine; to reinforce Ukraine’s democratic resilience by advancing good governance, the rule of law, and human rights; and to support Ukraine’s strategic goal of strengthening its security through European Union membership by aligning reforms with European standards.
Specific needs and requirements highlighted by the Ukrainian side during the meetings will be duly reflected in the final draft of the Action Plan.
Claus Neukirch, Director of Programme Co-ordination of the Council of Europe, underlined at the opening of the consultations:
“We want to come up with a strategic document that will guide us during a very crucial phase for Ukraine. We want to help to build your democratic security in your country on the basis of the Council of Europe’s values and principles – democracy, human rights, and the rule of law.”
Anton Demokhin, Deputy Foreign Minister, Chief Digital Transformation Officer, underscored that reforms advanced with the support of the Council of Europe represent a matter of national resilience and long-term strategic endurance.
“For Ukraine, the Action Plan goes far beyond a standard cooperation model. It is a specific mechanism that enables tangible progress in implementing substantial reforms. These reforms constitute a cornerstone of our path toward full European integration,” Anton Demokhin emphasised.
