The Drafting Committee on Human Rights and Drug Policies (DH-PDA) held its second meeting in Paris on 17–18 December 2025.
During the two-day meeting, members discussed the scope of the future draft Recommendation and reviewed the zero draft, drawing on the policy paper “Bringing Human Rights to the heart of drug and addiction policies” and the agreed thematic priorities. As decided at its first meeting, the Committee held an exchange of views with representatives of civil society who provided valuable input and contributions at this stage of the drafting process.
The Committee also received an update on the work of the Joint Expert Group on organised crime related to drug trafficking (OC-DT), including draft Policy Guidelines presented at the Pompidou Group Ministerial Conference in November 2025.
The meeting concluded with a very initial draft of a text of the future recommendations. Next meeting of the Committee has been scheduled to take place in Strasbourg on 19-20 May 2026.
