The Drafting Committee on Human Rights and Drug Policies (DH-PDA) holds its first meeting

The Drafting Committee on Human Rights and Drug Policies (DH-PDA) held its first meeting in Strasbourg on 1–2 July 2025. The Committee, established to support the integration of human rights into drug and addiction policies, is tasked to draft a Recommendation to member States in aligning their drug and addiction policies with human rights standards. It will operate as a subordinate body under the authority of the Steering Committee for Human Rights (CDDH) and shall have a term until end of 2026.

During the two-day meeting, members, participants and observers reviewed the scope of what the future draft Recommendation shall provide: standard guidance and which key documents shall be used as reference. The Committee’s work shall be based notably on the Pompidou Group’s recent Policy document on aligning drug policies with human rights.

The meeting concluded with the adoption of a work plan, setting objectives of the next meeting including venue and time of the next 2025 meeting.
