The African University on Youth and Development 2022 will take place in Mindelo, Cabo Verde, from 22 to 25 November.

The African University on Youth and Development (AUYD) will take place in the fourth week of November, gathering over 100 youth workers, youth leaders, decision makers, field experts, and institutional representatives in Cape Verde.

Since its creation in 2009, the African University on Youth and Development aimed at creating a space for debate and reflection, affirmative youth action and the promotion of youth policies, training courses and non-formal education, as well as intercultural and inter-regional dialogue. The last edition took place in Nairobi, Kenya, in 2015, and has been followed by a break of several years.

The 2022 edition of the AUYD intends to contribute to set up a platform by providing youth entities with the opportunity to connect through a cross-sectorial approach to youth policies.

Building on the traditional North-South Centre of the Council of Europe Summer university format, a call for partners was launched in September, and 3 organisations have been selected to organise activities for their participants across four days:

- The European Commission

- IDJ CV Youth Institute

- VERDEFAM Associação Cabo-verdiana para a Proteção da Família

The event responds to the needs, expressed by many youth stakeholders, for more dynamic and flexible spaces that could allow for the identification of common priorities, the sharing of new practices, the convergence around joint policy orientations and, ultimately, the fostering of a greater coordination among all players in the youth field in Europe and Africa. Beside the activities implemented by the partners, the North South Centre of the Council of Europe will offer a specific activity over the week to meet these objectives with key stakeholders in the youth sector.

The participants will have the opportunity to partake in the joint sessions and will work together, through complementary activities, on the theme defined by the Network on Youth and Global Citizenship “Building effective, accountable, and inclusive institutions”, tackling the most pressing issues of the global youth movement, within a dynamic context that fosters intercultural dialogue and encourages networking, non-formal methodologies and peer-to-peer education.

The AUYD will benefit from the representation of public authorities, international organisations, as well as the participation of experts:

  • Mr Joao Almeida Medina, Pro-rector for evaluation, communication and efficiency of the University of Cabo Verde
  • Mr Janisio NEVES, Councillor of the Municipality of São Vicente, Cabo Verde
  • H.E. Mr Carlos MONTEIRO, Deputy Prime Minister on Youth and Sport of Cabo Verde
  • H.E. Mr Lorenzo VELLA, Chair of the Executive Committee of the North-South Centre of the Council of Europe, Permanent Representative of Malta to the Council of Europe
  • Ms Chiara ADAMO, Acting Director - European Commission DG INTPA Directorate G. “Human Development, Migration, Governance and Peace”

The Youth Cooperation Programme aims at increasing youth participation and international cooperation in the youth sector to build more peaceful societies and more inclusive decision-making processes.

The activities promoted fall under three complementary dimensions: youth empowerment, networking and confidence building.

The youth empowerment schemes target youth workers and youth-multipliers improving their capacity to identify and address challenges related to human rights, global citizenship, democratic participation, peace, development and intercultural dialogue.

The networking activities provide spaces and opportunities for youth-led organisations and youth-related institutions to meet, debate, share good practices and cooperate, fostering partnership and joint actions to advance the global youth agenda.

The confidence building initiatives facilitate a structured dialogue between youth leaders and institutional representatives, creating a common ground on youth policies based on an increased awareness about each other's roles, challenges and priorities.

The Council of Europe human-rights approach is at the center of all initiatives promoted, while the non-formal education methodology is greatly used, following a peer-to-peer and participants-centred approach.

The projects and the activities are developed in close cooperation with various youth stakeholders (international organisations, youth networks, youth-serving institutions, national youth institutes, national youth councils… ) with the objective of enhancing multilevel governance structures based on more coordinated and inclusive processes.
In this sense, the North South Centre acts as facilitator providing a common framework of cooperation and interaction, privileging the interregional dimension.
